State Heads of Civil Service Converge in Abuja for Digital Transformation Presentation

Heads of Civil Service from Nigeria’s 36 states and the Federal Capital Territory (FCT) gathered at the Federal Ministry of Communications, Innovation and Digital Economy (FMCIDE) for a strategic presentation on the implementation of the Electronic Content Management (ECM) system—an initiative aimed at enhancing civil service productivity through digitisation.

The session, led by the ICT Department of FMCIDE in partnership with technical experts, was part of activities marking the 2025 Civil Service Week. It took place at the ministry’s Conference Room in the Federal Secretariat Complex, Phase 1, Abuja.

Permanent Secretary of FMCIDE, Mr. Rafiu Adeladan, highlighted that the ministry’s digital transformation began in 2016 with the digitisation of policy files in line with directives from the Office of the Head of Civil Service of the Federation (OHCSF). He explained that the ECM offers a more robust solution than the traditional Electronic Document Management System (EDMS), allowing full workflow automation and improved file tracking.

He encouraged the ministry’s ICT team to share insights with visiting officials to help drive reforms in their respective states.

Representing the Head of Civil Service of the Federation, Dr. Deborah Odoh, Permanent Secretary, Service Policies and Strategies, commended the ministry for its leadership in digital adoption and urged other MDAs to emulate FMCIDE’s commitment to innovation.

Also present at the event were Fatima Mahmood, PS, Career Management Office (OHCSF); Patience Oyekunle, PS, Service Welfare Office; and Engr. Nadungu Gagare, PS, Political and Economic Affairs Office, Office of the Secretary to the Government of the Federation (OSGF).
