The Federal Capital Territory Executive Committee (EXCO) met on Wednesday, March 18, 2025, at the FCT Minister’s residence in Life Camp, Abuja. The committee approved several contracts totaling N2,183,399,860.
After the meeting, the Coordinator of the Abuja Metropolitan Management Council (AMMC), Chief Felix Obuah, announced the approval of essential earth-moving equipment for the Development Control Department. This will improve operational efficiency.
Mantrac Nigeria Ltd. won the contract worth N1,940,572,410 to supply five CAT earth-moving machines. Delivery is expected within three weeks. The equipment includes one CAT wheel loader 950 GC, one Excavator 320GS, one CAT excavator GS23, and one Doxa B61.
The Acting Chairman of the FCT Internal Revenue Service (FCT-IRS), Mr. Michael Ango, reported the approval of Microsoft 365 licenses worth N242,827,450. This will automate processes, improve communication, reduce paper use, and enhance cloud data storage. The initiative supports FCT’s revenue collection strategy.

On land title revocations, the Director of Lands, Chijioke Nwankwoeze, explained that titles were revoked for owners with over 10 years of unpaid ground rent. Those owing for one to ten years have 21 days to settle their debts.
He urged leaseholders to pay their ground rent to support infrastructure development. Phase 2 Districts, including Mabushi, Jabi, Dakibiyu, Katampe, Katampe Extension, and Kado, will soon be addressed regarding unpaid rents.
On the revocation of a title linked to the Peoples Democratic Party (PDP), the Director clarified that only one PDP-owned property in the Central Area was affected due to 28 years of unpaid rent totaling N7,603,504.31.
He explained that the property in Zone 5, currently occupied by PDP’s national headquarters, belongs to Senator Samaila Mamman Kurfi, who bought it from Wadata Enterprises Nigeria Limited. The revocation notice was served at Kurfi’s registered Kaduna address, not PDP.
“There is only one PDP property revoked—the one in the Central Area, with unpaid rent from 2006 to 2025,” he said. “You serve a revocation notice to the titleholder, not the tenant. The law is clear on this.”
The Director emphasized that the exercise was not targeted at PDP. A total of 4,794 titles were revoked, affecting government agencies, private organizations, and individuals.
Affected entities include the Nigerian Ports Authority, Central Bank of Nigeria, INEC, NUC, NNPC, Conoil, Borno State Government, NDDC, FRCN, the Federal Ministry of Environment, and the Nigerian Security Printing and Minting Company.
He urged property owners to pay their dues on time. “Everyone should pay their ground rent. You must also pay for your Right of Occupancy and get your certificate,” he added.
Later, the FCT Minister visited Gishiri community to address compensation and resettlement issues for residents affected by the N16 road construction.
