
In a major electoral shift, the Independent National Electoral Commission (INEC) has announced plans to legalise voting without the traditional Permanent Voter Cards (PVCs) ahead of the 2027 general elections.
According to the commission, the move is part of ongoing electoral reforms aimed at embracing digital innovation and expanding voter access through more flexible and tech-driven processes.
INEC Chairman, Professor Mahmood Yakubu, disclosed the development during a stakeholder meeting, stating that the commission is exploring secure digital alternatives to PVCs, including biometric-based identification and electronic voter authentication systems.
“This is about making the process more inclusive, seamless, and in tune with global electoral best practices. No eligible voter should be disenfranchised due to PVC-related issues,” Yakubu said.
While the proposal is still under review, it has already stirred conversations across political and civil society spaces. Advocates say it could reduce voter suppression and enhance participation, especially among youths and displaced citizens. However, critics warn of potential security risks and demand transparent systems to prevent fraud.
INEC has assured Nigerians that any new voting method will be tested thoroughly and backed by necessary legislative amendments before full implementation.
